This pamphlet (in Dutch) motivates the need for an education that would give every child the possibility to delevop as a (self-)critical world citizen or cosmopolitan, and proposes the idea of a universal curriculum for ethical competence as a basis for that kind of education.
(we are currently working on an English version too).
